Cause: MAX_SGA is larger than the larger of initialization
parameters SHARED_POOL_SIZE and SGA_TARGET.

Action: Specify the value of MAX_SGA to be less than the
maximum of SHARED_POOL_SIZE and SGA_TARGET. Likely only 75%
or lower.
