Cause: The max number of parallel servers available for
Logical Standby is less than 5 becase of the limit imposed
by the too small value of MAX_PARALLEL_SERVERS.
Action: Adjust the values of the initialization parameters
PARALLEL_MAX_SERVERS to be at least 5.
