Cause: The current database has already been made a primary
database.

Action: Issue the following commands to make this primary a
standby. ALTER DATABASE COMMIT TO SWITCHOVER TO LOGICAL
STANDBY; ALTER DATABASE START LOGICAL STANDBY APPLY NEW
PRIMARY dblink;
