Cause: The length of the SDO_CODE column in the
<layer>_SDOINDEX table could not be determined.
Action: Make sure that the <layer>_SDOINDEX table exists
with the SDO_CODE column. Verify that the appropriate
privileges exist on the table. Then retry the operation.
