Cause: An attempt was made to set the PARALLEL_MAX_SERVERS
parameter to a value less than PARALLEL_MIN_SERVERS.
Action: Set PARALLEL_MAX_SERVERS to a value greater than or
equal to PARALLEL_MIN_SERVERS value specified in the
accompanying message and retry.
