I kept getting this error because in my init pfile I had
either not put the compatible parameter or put an older
version of the compatible format.
The backup was done in 9.2.0.7.0 and the restore was also
done on the same version, but on a different server. This
was no reason for the above error to come up.
The statement cause saying that the log was written by
incompatible version of Oracle is thus highly misleading.
So, the solution is to check that the correct version of
compatible in the pfile is mentioned.

Cause: The log was written by incompatible version of Oracle.
Action: Recover the database with the compatible software,
shut it down cleanly, then restart with current software.
