Cause: the format of the procedure name is invalid. It
should be in the form PACKAGENAME.PROCEDURENAME or PROCEDURENAME

Action: make sure PROCEDURE attr has the format
PACKAGENAME.PROCEDURENAME or PROCEDURENAME
