Windows Defender might be turned off through Group Policy to allow other antivirus software to manage the system. To enable it: 1. Open Local Group Policy Editor (gpedit.msc). 2. Navigate to 'Computer Configuration' > 'Administrative Templates' > 'Windows Components' > 'Windows Defender'. 3. Double-click on 'Turn off Windows Defender' and set it to 'Not Configured' or 'Disabled'.
