you streach it the length or distance is going to be 220cm
or 2.2m.the speed is 9 km per hr or 9000 m/360 sec(25
m/sec).so for a second the wheel has to travel 25 m, but
the wheel circumference is 2.2m, so the rps of the wheel is
(25/2.2) 11.36 revolution per second.
