Is there any chance to change the private ip addresses of an ec2 while it is running/stopped in a vpc?

No, you cannot change the primary network interface's private IP address for a running or stopped EC2 instance in a Virtual Private Cloud (VPC). However, you can launch a new instance with a different IP and detach the network interfaces from the old instance to attach them to the new one.
