A Dynamic Public IP is an IP address that automatically changes each time you stop and start your EC2 instance. An Elastic IP, on the other hand, is a static IPv4 address designed for use with Amazon EC2 instances. You can associate an Elastic IP address with an instance and disassociate it whenever you want, while the Dynamic Public IP is automatically assigned to an instance when it starts.
