A is right. centripetal force drags teh vehicle towards the
turning inside. so in turnings the road is tilted a bit to
compensate this force and the angle with which its level
increases is called angle of banking. so in order to avoid
crashing of the vehicle towards inside of the road the road
is lifted at the turnings a bit and thus the wheels are
tilted.
