To move an RDS instance from within a VPC (Virtual Private Cloud) to outside a VPC, you can create a new VPC and then modify the DB instance's subnet group association to point to the newly created VPC. After that, you should update the security group associated with the DB instance to allow incoming traffic from your desired IP addresses.
