i am a ghanaian and soon relocate to egypt but i won a dvlottery whiles in ghana.But my second letter may come at a time that i may be in egypt.can i fill the form and choose the US embassy in Egypt to attend the interview there? please i need the reply.

Hi, one of my friend in US through students visa. she fell in love with the guy, holding the citizenship and they married. Meantime she dropped the school due to the insufficient funds and applied for the marriage green card. they are at the final stage of green card. If a person want to persue a full educational coarse in us,then which visa shuld he need f1/f2/?and if the visa is rejected once,after what span of time can he try again????????
