The company may sell the goods interstate purchaser
charging high rate of tax as the purchaser has not able to
issue C declaration.

Yes but the purchaser should pay excess taxes on goods..
Because the purchase r may not grt the From C Certificate
for unregistered company.. TH eform C willl be issued by tax
dept for three persons. i.e. Buyer,Seller & Transporter/broker..
