Actually, Schema master and domain naming master are on
forest level. and Schema master is responsible for schema
modification. So if a user going to login and user desn't
modify the schema. fianlly No impact from schema master.
Domain naming master responsible for adding for
removing/modify any domain in the forest.. So again No
impact. finally if my both server are down so there is no
impact of user login.

yes! reason being schema partition contains the information
about what all attributes the users can have in forest
while Domain naming master is used while adding and
removing a domain from a forest. hence if a user is logging
on in the domain, the DC needs to be UP that first
generates the TGT and finally sessions ticket for user.
