specify is sap that much it will accepts for posting in
foreign currency, otherwise it will be not going to accept

Maximum exchange rate difference means in SAP is the upper
limit of exchange rate difference between local and foreign
currency beyond which the document can not be posted.

When you post a foreign currency transaction, system picks the exchange rate as per system, however there is possibility to change the exchange rate manually by user. Here the max exchange rate point will come into picture. you can edit the exchange rate manually up to certain extent, beyond that you cann't. this is the concept of max exchange rate differances.
