Your question has two parts.
1. Can we install when users are logged in? The answer is
YES, as technically system is up and running
2. Would you recommend applying when users are on the
system? The answer is NO for below reasons -
a. Users can lock ABAP objects, which support pack is
attempting to modify.
b. Possible transaction data corruption due to dumped
tarnsactions dur to update of objects on the fly while
applying support packs
c. Possible batch job failures due to object changes
d. Support pack application takes longer time due to
possible object locks
The below is the best practice scenario:
a. Request down time from business and IT
b. Schedule downtime
c. Lock all users except Basis
d. Apply support packs
e. Ask Dev team to review SPAU and apply required changes
via tested transports
f. Ask IT/business teams to confirm identified/sample
business process changes
g. Unlock users locked above
h. Release system to business users

No, We cant do this because there will be some programs and
tables which will get updated when applying support packages.
if some user is using that program or table then the support
package manager will not be able to update and it will
terminate with dump. So its better to apply support packs
when there are no users login into system. Performance will
also be better if there are no users login into system.

Hi,
Definitly we can Apply the patches when the Users are
online. But its not recommended. It will create problems
while updating some objects , if that object is locked by
any user.

Yes...System should be UP while apply the support pack but
users must be locked except BASIS, SAP*.
If you are trying to apply the patchage while others users
are logged in and using the same programme which SP trying
to update then you face the issue and SP is stopped with
some error.
So it's recommanded by SAP that system sholud be UP and
users are not logged in while apply the SP.
