We mainly do cleanipc for removing memory inconstancy between the SAP system and the Operating system.
During every operation in an SAP system data is been sent and received through operating system files also. At the point of shutting down the system, there may be some data passing through from SAP to OS. so we need to clear of this data. we do cleanipc <instance number> remove to cleanup all the data held back in the semaphores in the OS level.
So it is always advisable to a do a cleanipc during a restart.

Hi,
it is not required every time to perform clean ipc cmd before starting sap when ever there are any isues with kernel we use this command
clean ipc will clear all the shared memeory
