What I understood is you have ATP qty is failing to deliver on requested date under availability check. Pls check the default rule which is currently set as one time delivery only. That is what is causing the trouble.

How does access sequence determine which table is most specific and which is general.like in the access sequence we put tables then how it determines most specific and least specific
