In which condition, "Transfer Order" can be deleted? What
is the pre-condition for us to be able to delete Transfer
Order?

A Transfer Order can be deleted using LT15 transaction if at
all it is not confirmed yet.

If TO is not confirmed, you can cancel it with LT15.
And if confirmed, you cannot cancel it but can reverse the entries by using tcode LT0G so that you can create TO for the same delivery.

When order from the production or order to the vendor is
changed(quantity)then Transfer order needs to be delete.
Pre-condition for this is confirmation should not happen
for TO. Once it is confirmed then SAP will not allow you to
delete the TO. Remedy for this is create Another TO with
movement type -999 and replace storage bins with respect to
previous TO.
