Plant define under company code is the company resonsible
for accounting for plant and plant define under Purchase
organisation is responsible for purchasing activities for
the plant.

See, Plant can be defined under a company only. this
company will be responsible for accounting of it's plant,
while plant can be defined under more than one purchasing
organization. & these purchasing organizations will be
responsible for procurement activities of it's plant.
