1)Protection of the motor.
2)When there is power cut the starter willbe off automatically. But when power will come then starter willbe started manually for humen safety, otherwise the motor will start automatically.May resulting in accident to humen life and property..

At starting of motor it can't have back emf & winding resistance is very small, so armature winding takes 15-20 times more current than full load current due to which torque developed is proportional to Ia and which is also 15-20 times assuming shunt motor operation.Due to such a high torque, shaft & other accessories are subjected to mechanical stresses these stresses may cause permanent mechanical damage to the motor.
To restrict such high current at starting, the variable resistance(starter) connected in series with armature. at the beginning the entire resistance connected in series with armature & cutoff gradually with speed of motor.
i.e. starter works as a current limit device at starting of motor.

at the moment of start there is no rotation of the motor. So there is no back emf present. So the full voltage is applied across the winding so the current is higher( at the moment of start). In this case the starting current is more than 6 times the rated current. So the motor consumes more apparent power( for most of the industrial motors this is measured normally in kVA and metering is carried out for this seperately called maximum demand measuring. This is costed in Rs/kVA and rate is pretty much higher (In sri Lanka Rs 1000/kVA) So due to not using a startor for a motor can cause for much higher electricity bill.

Starter is not always used for limiting starting current as dol starter doesn't reduce starting current.
There are many other uses of starter:
1. For motor control from DC's
2. For providing protection against under voltage, over voltage, over current, overload etc
