A Newtonian fluid (named after Isaac Newton) is a fluid
whose stress versus strain rate curve is linear and passes
through the origin.

the first answer is absolutely spot on. It will be helpful
to add that this holds true only for a non compressible
newtonian fluid. Any compressibility will produce a slope
in the aforementioned line that will be less than infinity.
(i.e. the line will intersect the strain axis for a
particular stress)

liquids and gases both are the sub types of the fluid so that for the newtonian fluid there will be the linear curve which passes through the origin according to the newton's law of fluid.

There isn't any stress-strain curve for liquids.as liquids are incompressible and do not exhibit the properties of elasticity.
