Power factor is the quotient of KW to KVA, in this
perticular case when PT is missing in one phase then the
voltage which is seen by the meter will increase as a
result KVA will increase and hence low PF.

When One phase PT missing. HT consumer is always used three
phase load . This time consumer is not using load but
capacitor bank is on . so power factor is low and lead
