The generating end voltages are solely decided by the MVA
capacity of generator and cost. for example 250MVA
generator the generating voltage is 16.5 kV but when we go
for 500 MW generator it is 21 kV. If you try to make the
voltage level 16.5 kV for 500 MW generator , the size of
the generator becomes very much large abd very difficult to
transport and costly. on the other hand if you try to use
21 kV voltage generation for 250 MW generators the cost
will increase due the insulation level you are providing.
So it optimse by the designer .

generating voltage depends on the power (kva or mva).if
power is incresed voltage will be increased also.by
increasing the voltage we can reduce the current &
conductor size .if cndctr size will be reduce cost reduce
also.

it is simply due to FORM FACTOR becoz form factor for a
pure sine wave is 1.11 and in all systems whether 1 phase
or 3 phase it will be a multiple of 1.11 and leads to
voltages like 11,6.6,10.5,11 kv) etc.
