SNMP is an Application layer protocol. except few
application layer protocols all other protocols uses any of
the transport layer protocols.

SNMP basically uses UDP as the transport layer protocol. It
can also uses TCP as well.

Now the communication part:
SNMP basically uses two UDP ports 161 and 162 for
communications between SNMP MANAGER and AGENTs.
port 161 is user for REQUEST/REPLY kind of communications.
These type of communication is synchronous in nature.

port 162 is used for asynchronous communication. Like
sending traps to SNMP Manager to inform about some fault in
SNMP Agent.

Yes, Whenever the SNMP Communicate with the device it uses
transport protocol UDP (user Datagram Protocol). It is one
of the connectionless transport protocol.

snmp means simple network management protocol actually any
of the protocol we are using in daily life majorly coming
under 3 categories TCP, UDP and ICMP. SNMP is the
Application layer protcol most of the application layer
protcols uses either TCP or UDP protocol. SNMP uses UDP
(user datagram Packet) here it user datagrams. It is
Connectionless protocol. Actually this snmp protocol used
for lan management. in order to maitain large network
organizations use snmp server to maintain users and database
this is simple like central monitoring. it uses 2 port
numbers 161 and 162 for communication between snmp server
and snmp client like send and reply uses port number 161 and
162 for sending traps

Yes , It can be TCP or UDP. But Since SNMP is a management
protocol , UDP is prefered as the underlying protocol for
