file polling will be used when your files from your nertwork or your partners network placed in a directory and if you specify the directory in IS.This senario is called file polling.
file polling comes as defailt sheduler(when ever the document comes to the target folder will and process automatically.

Scheduler service will be used if we have different file servers in which containes the documents to be processed.we need to manually configure scheduler for document processing and specify time intervals if required.
