it is compulsory to do bend in the end rregion of beam,because the maximum chances of deflection is always near the sopport.in some cases the concrete leaves the rib of steel,called sleepage. so to avoid the sleepage and to increase more tensile strength doing bend (L) is necessary.in cantilever no discussion .but in S.S beam it may run.

At end support beam reactions are fixed beams.. maximum negative moments at support to balance these moments need to provide L and also some time provide extra bars. As per size and length of beams..
