EN with a capital 'N' stands for Europäische Norm which translates to European Standard.
En with a lowercase 'n' stands for Emergency Number and was used as a designation for various steel grades in BS 970 until a formalised system was set up after the Second world War.

The problem is there are two EN systems.
The European Number system in the format 1.XXXX
The EN 'emergency numbers' were meant as a short-term fix for British manufacturers in WW2. Each manufacturer had their own proprietary steels, but there was desperate need for a consistent system during a time of shortage.
That the system is still widely used well over sixty tears later is typically British.
