Governer is used to increase or decrease fuel supply so as
to maintain a constant speed in a generator or turbine.
Any change in speed will affect the frequency which is very
critical in power generators.
In a vehicle, you will manually control the fuel supply
using accelerator pedal but it can not be done in power
generators as you have to maintain constant speed
irrespective of load.

Governor is used to vary the steam flow to Turbine blades in order to increase or decrease the Turbine rpm to achieve the electrical load requirement.

Governor is using control the power output when generator
is synchoronised with grid by adjusting the fuel ie. the
load fluctuation will not increase or decrease the load
from the generator.
