Because DC signals have zero frequency unlike AC signals.
So for zero frequency signals capacitor has infinite impedence by the formula 1/2*pi*f*c where f is the frequency of the signal. so because of that infinite impedence capacitor just blocks the DC signals.

A capacitor will only ever generate an A.C. current because
the capacitor ... So Xc becomes infinity. Thats why the
Capacitor blocks the DC.
