The units % v/v or % wt/v need to be specified.
Many vendors sell 10% v/v HCl, which generally means 10 mL of concentrated (37%) HCl diluted to 100 mL of solution with water.
If it is 10% wt/vol desired based on true or absolute content of HCl then 10 g HCl x 1/36.5% = 27.4 g conc. HCl is added to a flask and diluted with water to 100 mL of solution.
Lets not worry about differences in the second decimal
place.
Sometimes molarity is less prone to confusion. Concentrated HCl is 12.2 molar. 10 mL of concentrated HCl diluted to 100 mL would give a 1.2 molar solution. There is no ambiguity in volume, mass, etc. with molarity.
