The correct Answer is:

Severity is decided by tester
Priority is decided by the developer.

Severity depends upon the impact on any functionality, and
how it affects the buisness.
& Priority is given as per severity level.

Eg:- If the severity of a defect is raised as No-Go and
another defect as minor on the same component, then the
priority will be given to the NO-Go defect first. and then
the minor defect will be resolved.
