First of all , Its NREGA (National Rural Employment Guarantee Act) The bill was made into an act in the august of 2005 , Implmented in 2006 , It was renamed in late 2009 as - Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)
Government collects the "cash" - gets its fund from the taxes which you and me pay to the government / borrowed from the world bank (need confirmation) - this act entitles every one in the country above the age of 18 guaranteed employment for 100 days(Rs 60 Per day) .. .Taxes mate taxes thats where the money comes from. The amount allocated for this big party is about 40,000 crores
