Actually there will be 4 wires ie 3ph 4wire system
for 230v supply can be achieved by taking one phase and one
neutral from it.

From distrubation transformer we get three phases and one
netural (due to Star connection) these four wire(three
phases and one netural)are layed over head on LT poles and
for houseonly one phase along with netural is used and no
convertor is used as phase to netural voltage is 220volt

between R -y- b phase voltages are 415 - 415-415 called
as line value where as between phase and neutral it will
be 415/1.732 = 239 approximately 230v called as phase value

actually transformer has two windings i.e primary and
secondary.primary is delta connected.secondary is star
connected.in delta 3 wires(3 ph) in star 4 wires(3 ph and
neutral).out come is

line voltage=the voltage between two phases=415v
phase to neutral voltage=line voltage/1.732=415/1.732=239.6v

ph-ph voltage 415v and ph-neutral voltage is 230v.only phase
wires runs in HT side.The nuetral wire is taken from the
step down transformer secondary side.So we can supply 230v
to houses by means of phase and neutral wire
