It may be because of two ckts sharing common neutral. So
even though one ckt is off, it is having leakage current of
other ckt through common neutral

it is not clear 1/3 phase . in single phase it is return
pathe of phase when connected phase is direct insteed of
neutral. in case of three phase it is return of other
phases.in some cases where any circiut is connected to
other side of conductor it is capacitance power saved by
circiut capacitor.

i dont the know proper answer, but as per my concerned it
just bcoz of residual magnetism, even if the live wire is
dissconnected from main supply it may have chances of
electrons flowing in conductor so that u will get glow in ur
tester
