A File Server is a computer attached to a network that has
the primary purpose of providing a location for the shared
storage of information (such as documents, sound files,
photographs, movies, images, databases, et cetera) that can
be accessed by the workstations that are attached to the
network. As distinguished from Timesharing or a Mainframe
(where a central computer provides calculation resources
for "dumb" terminals) a File Server is designed primarily
to enable the rapid storage and retrieval of data where the
heavy computation is provided by the workstations.

When a PC is used for sharing files that is for downloading
and uploading Data's ,it becomes file server.
In order to configure FTP Server
1)Install IIS 6 ,ASP.net ,NNTP on a windows 2003 server(It
can be a member server).It is simple
a)Go to add & remove programs in the control panel
b)then go to add & remove windows components.From there we
can install all the components listed above using windows
2003 server cd.
2)Once IIS is installed,we can configure the FTP sites using
IIS manager in the start->Programs->Administrative tools.
3)Take the default ftp site,then upload the files required.

You can configure File Server in 2003 thru Manage your Server
Using file servers You can Configure Disk Quoatas and Volume
shadow copies

we can say that a computer on network which can share a
single file is file server. how to configure it is so
simple just share your file and the your computer also act
as file server.In the company they used database server
which function is to share information that need to user.
database server is always on never shut down .if its shut
down the network sufer from severe problem because no
network client access the share data.
