The current in any electric motor is proportional to the electromagnetic field which makes the rotor to spin. When the rotor is stationary (motor is off), the neccesary mechanical energy to move it is way higher than when it is already spinning, this is because of the inertia (if you try to move a not moving car is way more difficult than move a car that is already moving for example), since you need electromagnetic field to move the rotor, and you need current to make that field, then you reach the conclution that you need a lot of current to start a motor.
