voltage means a force exerted by a conductor due to which current flow is possible but EMF is the induced force whenever there is a movement of a electromagnetic material inside a magnetic field.

Emf is the energy supplied to charge by some active device like battery. for eg. emf of a device is 2 volt means the device supplies 2 joules energy to one coulomb. On the other hand, potential difference between two points A & B is 2 volts means, 1 coulomb of charge will give up an energy of 2 joule when moving from A to B.
