Electricty is generated at around 16kV, then step up to 220kV for transmission then steped down to power transformers then DTs and then through the LT n/w it reaches the consumer end. At the consumer end 230V supply is required. So, why is electricity not generated directly at 230V and transmitted?

We have a couple of oil tanks at our plant. One of them does not have a lightning arrester installed. My question is it necessary to install an arrestor on every tank or will this particular one be covered by the arrestor installed on the ajdacent tank, Since all the tanks are close to each other. We are installing a 1.6 MVA transformer at our crusher plant and the feeder of HPSEBL is 2 km away at substaion . and a VCB is installed in the substaion which is 2 km away from transformer so we need another VCB near the transformer.
