if voltage regulator is single phage..in think its out put
I=kva*1000/230=65.21 amps...in full load,
if regulator 3 phage...I= kva*1000/415*1.732*pf*eff
=15*1000/415*1.732*.85*.85
=28 Amps.

we should convert that kva to kw,
Power (KW) =KVA*pf
=15*0.8
P KW =12.
then,
P=1.732*V*I*COS*EFF
we need current,
I= P/1.732*V*COS*EFF
= 12/1.732*415*0.8*80%
= 17.7 A

for even 3-phase you don't divide "KVA" by p.f , so the current for 3 phase will be :
i= KVA/(1.713*line voltage)
i = (15 * 1000) / (1.713*line voltage(415V))
= 21.10 A
