How does the humidity affect in breakdown voltage of air?.

I am not convinced. The humidity means the availability of
water vapour in the air. So as it increases it should be
easier to breakdown than in normal air because the water can
create a ionised channel between electrodes? so the
breakdown voltage should be lower. isn't that not correct?
