it is to reduse high starting current. it applied to high
cap motor like Above 10 hp. it means motor should run star
connection to reduse the starting current after she running
in delta in half of normal currunt.

neutral power supply is known as delta,its applied for
transformer and motor,and use for to change the voltage with
out changing of frequency,and to limit the starting current
in motor
