Viscosity only applies to fluids, ie. gas and liquid.

However, the nature of viscosity for gas and liquid are
different.

In general, the liquid viscosity is dependent on the
strength of intermolecular attraction. The stronger the
intermolecular attraction, the more the viscous the liquid
is.

In fact, raising the temperature of the liquid decreases
its viscosity. This reflects the viscosity of a liquid is
indeed dependent on the intermolecular attraction.

Viscosty is the resistance offered in the motion of fluid.
it is the ratio of the shear stress and velocity gradient
so it depends on the following factors
shear stress
temperature
velocity

viscosity is basically the resistance to flow, caused by
friction between two adjacent layers of the fluid.
The bottommost layer offers resistance to the adjacent
layer causing decrease in the velocity of the adjacent
layer.
Also, viscosity is caused due to the inter-molecular forces
of attraction.
