the voltage between the three phases is equal to the vector
sum of the three voltages which are at a phase difference of
120 degree so by taking the vector calculations of these
voltages the magnitude of the voltage becomes zero

3 phase supply means there are 3 currents from different source.
they are similar currents with same voltages (mostly 230V) but there phase is different under the balance load condition. But here all three phases are of same voltage. hence the voltage between all three phase is zero.

the phaser sum of all 3 phase current is 0 as every current departs by 120 degree from its successive current.that's why sum is 0

Only if you switch off the power during running of any
equipments its becomes zero. that means in switch off
condition only.
And yes the voltage can be unbalance which is totally
depends upon the load or phase failure during running

at one point in each cycle it will measure 0v
