In Edit Query Mode, Go to properties there you can find
prompt order. set the desisred order by moving up and down

Go to 'Prompt Order' which is available in Query Properties Window of the Report.
There we can change the order of the prompt as per our req.,

A simple trick as workaround would work for versions prior
to XI:

The order of prompt appears entirely alphabetically.
Therefore you can prefix your prompt with a 'Number/digit'
to force it to appear in the order you want.
For example: If you have 3 prompts-
'Year ', 'State',and 'City' and the oder you want is
City ->State ->Year.
Simply prefix the prompts like:
1.City
2.State
3.Year

The prompts will appear in the order of your number
prefixed.
