yes, it can be used as step up transformer also,provided
loading should not exceed the rated kVA

if 230/12v Xmer if you provided 12v in Xmer then O/P
of Xmer will be 230v & it called as step up Xmer.

The design of transformer are rating in terms of insulation
of core & winding configurations
in 230v/12v transformer the primary winding(230v)
nearer to core & (12v)winding at outer layer
so it is not possible for to step up value to 12v to 230v

by input 230v ac in secondary site(12v)the winding
insulation burn up.

THE TRANSFORMER SHOULD STEP UP THE VOLTAGE ,IF AND ONLY I
THE SECONDARY VOLTAGE IS AC ,THE INSULATION OF THE CORE
ALSO COES INTO PICTURE ,SO THE VOLTAGE WHICH IS AVAILABLE
WILL NOT EQUAL TO 230V AC.BECAUSE THE VOLATGE 12V HAS TO
BEE FEED TO THE PRIMARY WILL HAVE INULATION LESS THAN THE
PRIMARY SO TRANSFORMER GETS HEATED IF U DO IT FOR LONGER
TIME........
