We can judge him by his past Experience & achievements
related to the job specification.

Also his innovation and policies implemented in his previous
jobs.

Giving an project plan and get his suggestions on it.Through
which we can observe his approach towards plans.

By evaluating his recent KRA (Key Responsibilities Areas) he
has handled.

The best way to critically appreciate a Senior manager is by
analysing his past projects and the morale of his juniors,
their success rate and turnover rate aswell, because a
successful HR manager is one who can boost the morale of his
subordinate and turn them into ENGAGED EMPLOYEES so that the
attrition rate is very low.
